Also, this was rendered on my 6 year old notebook.

edit: The CPU is a Intel i7-3635QM @ 2.40GHz.

Just tested, on my Ryzen 7 2700X the render with PhotonGI enabled takes 37 seconds plus 6 seconds init time to build the photon cache.
The render without PhotonGI takes 43 seconds, with 0.5 seconds init time (mostly to build the visibility map).
Of course the images look exactly the same as on my notebook, but surprising that the render times are nearly equal on this CPU.

From my testing with LuxCoreUI: Yes.

But strange are the ways of the Ryzen :D
PGI is very RAM-intensive and I'm under the impression the AMD processors don't deal as well with that as the Intel ones.

Considering it's a comparison between a big desktop CPU and a small laptop one, I would bet on it being the opposite.

The Ryzen probably has a much faster memory subsystem, using a newer memory technology. Besides, the Ryzen has a huge cache that probably can hide much better the memory latency.

I would guess that the Ryzen benefits less from caching the results than the notebook CPU, since it can better deal with the extra calculations in the first place

So is it supposed to be more obvious on a more complexe interior with longer rendertime that tje ryzen is faster by a lot?
Will be strange to have a threadripper 2950x playing like a simple i7 8700k.

Here's a comparison with 3 minute rendering and very low photonGI settings (~2sec preprocessing)

pathtracing only

with plain unicolor walls it is quite extreme setting but the boost is incredible.
