Hm, I tried it on my system and I can't reproduce the problem.
I tried disabling LuxCore, enable international fonts (russian) and the tooltips, save user settings, then restart and enable LuxCore, and it works.

ok now I will check this on Windows

On windows all works fine with international fonts.
