What version of Blender is this?
Is it some custom or buildbot build?

hi, it's version 2.83.2
Also try 2.80 and 2.82, always the same error.
my specs are
i5 3330 3.0ghz
8gb ram ddr3 1660 mhz
amd rx470 4gb

I can not reproduce the problem.
It sounds very weird. DATA_PT_uv_texture definitely has a member COMPAT_ENGINES, if not, it means your Blender installation is broken somehow.

Hi, after removing an add-on the problem was solved.
Unreal engine exporter caused some kind of conflict...
