Is it correct that the bright part (where there is the mouse pointer) is noiser with the Env Cache?

You can reduce that noise by increasing the visibility map resolution but, most of the times, it is not worth doing because, anyway, it should clear that noise pretty fast. As you can see, the cache is more effective in penumbra/shadow area.

This is my tests
Strangely the best result come from Env.cache Quality 0.5/ . Quality 1.0 give more indirect noise.
