you're right.
I've seen another strange thing.
Env Cache OFF
Env Cache 1.0
Is it correct that the bright part (where there is the mouse pointer) is noiser with the Env Cache?

You can reduce that noise by increasing the visibility map resolution but, most of the times, it is not worth doing because, anyway, it should clear that noise pretty fast. As you can see, the cache is more effective in penumbra/shadow area.

Most noise in this scene comes from indirect light, which is not accelerated by env. light cache (use PhotonGI instead).
This is the result when I set max bounces to 1 (only render direct light):

This is my tests
Strangely the best result come from Env.cache Quality 0.5/ . Quality 1.0 give more indirect noise.
