Cheers

Re: Direct Light Sampling Cache errors
The .blend file is missing the textures.
Re: Direct Light Sampling Cache errors
Is this the, hdri/skylight cache sampling issue? Can this be solved without fiddling with warmup samples?
Re: Direct Light Sampling Cache errors
Sorry, I cannot redistribute the textures.

If you want to download them, but I've cleaned the file posted above. It also makes the same artifacts but without the textures.

Re: Direct Light Sampling Cache errors
Hope this helps
1. It only happens with the Sky.
2. It gets more prominent with 'Use Ground Color'.
3. Goes away when Ground Color is set to Black, while changing Ground Albedo Color results are fine (w/o splotches).
Edit: Missing description for Albedo versions: above is Black, below is White (if in doubt, observe sky coloration).

Re: Direct Light Sampling Cache errors
Very strange, I will check: it sounds like some kind of normal-related problem (aka taking light from "down" instead of "up").
