Re: GTX 1070: No OPENCL Devices available
When did you download BlendLuxCore?
In the last alpha version, the OpenCL builds were packaged wrong: viewtopic.php?f=9&t=158&start=10#p2096
So if you downloaded right after release, try to download again.
If that does not help:
Does LuxMark recognize your GPU?
What about other OpenCL software?
You can e.g. check with GPU-Z if OpenCL should be working (I think).

Re: GTX 1070: No OPENCL Devices available
Try to uninstall your current blendluxcore version and go to the download page and redownload it again (opencl version of course). There was a mistake during the first release of alpha 6 causing this behaviour.
Re: GTX 1070: No OPENCL Devices available
I've downloaded and installed just one hour before I've posted this thread...so I think the packages are fine.
LuxMark seems fine
GPU-Z the same
