iOR and rough glass

Has anybody noticed in underwater scene, when you have rough glass sphere with low roughness like 0.01 - 0.001, under the water,
when you make that glass sphere to have same ior with water, then glass turns rather dark?
When rough glass is disabled or ior between volumes is different, then all looks good.

You may want to post a test scene, otherwise it is hard to check what is going on :?:

It's the older Blender scene.
Volume named "Cool3" ior 1.326203018904 vs 1.5 with Rough on.
Material named "MiauCool3" Rough on vs off with ior 1.326203018904.
ior vs rough.7z

I have loaded the scene in Blender but I have sincerely not idea of what I'm looking at:

What is it and how it is supposed to look instead :?:

Maybe it's just very slow.

10 min border render
Clear glass looks faster with different ior's

The rough glass gets brighter with smaller and bigger ior's than exterior ior, but it still looks dull.
Maybe just slow, not bug
