Has anybody noticed in underwater scene, when you have rough glass sphere with low roughness like 0.01 - 0.001, under the water,
when you make that glass sphere to have same ior with water, then glass turns rather dark?
When rough glass is disabled or ior between volumes is different, then all looks good.

It's the older Blender scene.

Maybe it's just very slow.

Clear glass looks faster with different ior's The rough glass gets brighter with smaller and bigger ior's than exterior ior, but it still looks dull.
Maybe just slow, not bug
