1. Are Blackbody Temp., Irregular Data & Lamp Spectrum planned to be supported by Lamps?
2. Could Lamps be node based as are materials now or ase are Lamps in Cycles?
3. Is Projector (with Spot Lamp) also going to be implemented?

It is already implemented. Make a spot lamp and choose an image.

They are already supported by LuxCore, may be not yet by BlendLuxCore

Textures for lamps are not yet implemented in BlendLuxCore. It is only available for mesh emission, i.e. emission in material node, ATM.

Ok, so Blackbody Temp., Irregular Data & Lamp Spectrum can only be used on area lamps.
I created a github issue.
Note that it is already possible to use these textures if you use a plane with light emitting material in BlendLuxCore.
