What is going on here? It appears to be fraudulent to me!

I'm looking around for a graphics card and see image 1080 (attached). I click on the link where, even though the image is the same, it is actually a 1030!!! (image attached

Earlier I hit a 1070 link which went to a 1060.

Is this false advertising or is my understanding of advertising incorrect?

I heard of a case where some people thought they were buying a sofa, when in fact they were buying a dolls-house sofa!!!

Yeah, I've seen some people selling empty boxes of graphics cards in past.
But they at least stated they sell only packaging :D lol
Look on how people rate the seller and generally be careful what you buy from ebay. I bough not so long ago a sigma lens for around 400 euro and it turns out one of the glasses inside was shifted. (Almost nobody can repair this damage and usually they send this to certified labs and one guy told me the repair will cost more than I gave for the lens :D)
The worse thing was, I've noticed it only after few days because the damage wasn't too obvious(one side of the image was always blurry in a bit weird way and sometimes it wouldn't be noticeable other times it looked like an out of focus area). It could also happen during transport so I can't really blame the guy but on other hand I've since read and saw some yt videos where ppl don't recommend buyng lenses from ebay cause it's supposedly common practice selling this type of damaged lenses through ebay... Then I bought a camera which was supposed to have only 2000clicks or so and it had clearly over 15K(this one is not a big deal and i got it cheap so..) So yeah... ebay. You might get some good deals but be very careful.

There have been a lot of forged graphics cards recently.
Be extra careful if the price is too good to be true.
