Rough glass is GLOSSY material so it doesn't use light tracing at all if the roughness is over the threshold.

Yes, I'm aware of that, in the scene the glass roughness is 0.01 and the light tracing glossiness threshold at 0.2 in order to ensure light tracing works with the glass object.
