You are right. It is a mess because there are a lot of misleading words in HIP documents regarding cuda, windows, etcetera.
ROCm is definitively Linux only and quite restrictive in choice of amd graphic cards. Maybe amd adds support for Navi 10 in a next step, because they released a pro version for workstations. But probably there will be only pro drivers supported.

Anyhow, Vulkan outperforms other solutions in new games according to different current reviews.

SYCL (aka Intel oneAPI, aka OpenCL) is not a bad solution but I have decided to not move a finger until when it is clear how Intel/AMD will expose their hardware ray tracing support. SYCL will work just everywhere OpenCL does because it simply written over OpenCL.

Vulkan is not a general purpose compute API. It can be used as compute API ,like OpenGL was used before OpenCL was available, but it isn't really its job.
