Just try the new blendluxcore for Blender 2.8 and the Beta 3. direct light sampling seem better under cycles.

btw, the difference will be even bigger as some users report pretty big speedups with rtx.

I think that as we have now Blendluxcore for 2.8 in alpha/beta (even if it isn't that stable) we will get way more new user testing it and asking for help. It will also be harder to tell them to make a 2.79 version of the scene while asking also to make a simplified version of the problematic blend.
If that doesn't matter why not install the Blender 2.8 and it's blendluxcore plugin now

Currently luxcore only works for 2.8 only on windows and is in very early stage and not even latest build.
I would love to go right now and delete 2.79 but it won't be a good option until B.Y.O.B. returns from vacation and stabilizes stuff around addon and also makes other OS versions. Also azure needs to start making builds compatible for newest 2.8+ builds so we can test all the new features all the time.
About your scene, you haven't enabled the visibility cache, so I assume you didn't use cycles's portals too? And another thing you used cpu only for luxcore, so cpu only for cycles either?
I didn't find much time to explore the scene and settings, but it does seem that cycles (even without rtx, and dithered sobol and scrambling ray distance) is always a bit faster with shadows (penumbra).

The scene is lit by a single area light no env light involved. So doesn't make scene to enable visibility cache.
I make it also run under cpu to avoid Nvidia CUDA vs OPENCL bias.
Depending to your CPU you will probably have change luxcore halt time to match cycles.
About 2.8 blendluxcore i don't say to throw away the old plugin. Just to install it side by side if your situation allow it.

I tried playing around with it a little more and cycles is always a little cleaner. Maybe the new dlsc Dade is working on will help with this
