There was similar trouble in 2.79 hair.png You had to set both "steps" parameters to equal number to have hair rendered as they are in viewport. I can't see that another "step" in 2.8 though. Hair renderings are different between viewport render and actual rendering.

In viewport, hairs are smoothly rendered, but not in real rendering.
Tessellation type is solid with 8 sides.
Blender 2.82

Set the gamma of the image to 1.0,

You should calculate dot product between (shading normal vector) and normalized(camera_position - shading position).

I hard-coded the position of a camera.
It would be great if we could get the camera position and calculate a normalized vector from nodes.
